The Ashland Initiative is a form of Federation outreach. Until recently the Ashland System has been a fully independent system of mixed species. With both dueterium and dilithium mining facilities, the M-Class planet of Ashland Prime has been the victims of random raiding parties for over a hundred years on and off.

In 2385, however, the system was attacked by raiders with heavy weaponry and the damage upon the settlements was far greater than usual in both infrastructure and lives lost. This prompted a request for official assistance from Starfleet.

By 2388 Starfleet had built a Starbase (Starbase 471 ‘Kusawake’) in orbit as command saw the opportunity to create a greater foothold within the Borderland in a system which had resources the Federation was in dire need of. The strategic position of the Ashland system with growing Klingon concerns and the recent destabilization of the Romulan Empire with the Hobus incident was also a boon for the Federation.

With a Starbase there was special consideration for a grown active presence in the Borderland as a whole and hence the USS Southern Cross and USS Venture were assigned to the area on a permanent basis with the aging USS Venture assigned to the Station as a support craft and the USS Southern Cross as the active patrol and response vessel in the region.

In a region bordered by several unpredictable major empires and dozens of independent species as well as the criminal cartel known as the Orion Syndicate there will be many challenges faced, but the goal to tame the Borderland will be sought by those who lead the Ashland Initiative.

Captain Jack Lashmore
Initiative Command, USS Southern Cross CO

Of fair height and build Jack's presence is often amplified by his casual air in appearance and general mood. Blue eyes, medium length hair, a trimmed beard usually complimented with an often ever-present soft smirk. A man with a definite swagger of his own.
Though this has an opposite, from the casual and approachable to the angry and reproachful, when Jack falls to the depressions of his past - such times ever a dark aura could be felt about him.

Captain Makayla Perin
Initiative Command, Starbase Kusawake CO

A young officer with a lot to prove, Makayla has recently been given command of the USS Venture. A career Starfleet Officer, Kayla began her service as an enlisted Engineer just before the breakout of the Dominion War. Despite seeing the horrors of the galaxy up close and personal at such a young age, Kayla committed herself to the Fleet not long after it ended. Since graduating from the Academy she's had a varied career not spending too long in any once place as she tried to experience as much of the fleet as she could get her hands on. However that all changed after joining the 4th fleet. Now her life has been turned around ever which way and she must adjust to all the new changes coming personally and professionally...all while trying to keep the RTC from tearing itself apart.

Commander Alexander Night
Initiative Intelligence Officer

Alex is very much aware of his appearance, and is not afraid to use it to his pleasure or advantage (though the would take care, if at all possible for the other persons not to be harmed in the process). He's of a generally friendly disposition, always ready to flash a smile one's way, though as often as it is genuine, so often it is faked, though he has perfected the 'faking' skill over the years so only a few can tell when he's putting on a face. As he is an orphan, Alex very streetwise and and adaptable, and very aware of both his strengths and weaknesses. He's a calm, charming man, with a dry sense of humor.

Qen'aq
Ashland Initiative: Klingon Liason

Currently the Special Envoy of the Klingon Empire for the Borderlands on assignment with the Ashland Initiative, Qen'aq was formerly an officer of the Klingon Defense Forces. Fiercely dedicated to his family, House Rustazh, and the Empire, Qen'aq is aggressive in his ambition to see all three succeed and thrive.

Commander Sinara
Starbase Kusawake Executive Officer

Despite how she came upon the Federation Sinara had very few obstacles in her path in adapting to the life she had discovered. With no memory of whom she was or even of her age she relied heavily on muscle memory which became apparent during her early days within Starfleet Academy, excelling at anything physical and tactical as well as general problem solving. She posses a critical mind...sometimes overly critical yet serves her well in the realm of Security. She is extremely dedicated when on duty and to the point, not one to hold punches when she has an opinion. Off duty she is however a lighter soul, caring and in some circumstances instinctively a mother hen...also somewhat "Kooky" with a wide variety of odd mannerisms and often seemingly easily excitable.

Lieutenant Commander Zharra Neerassi
Starbase Kusawake Chief Tactical and Security Officer

Zhara is very much an Orion, despite having been raised in a pro-Federation, pro-democratic family. She is fiercely intelligent and cunning, and learns easily. As such she has picked up the art of trade from her mother and her father’s investigative skill with ease, adapting the art to suit her own needs and desires. As such her morals are fluid, but so far she has kept her loyalty to Starfleet and whatever crew she served with above her personal goals and motivations. While she disagrees wholeheartedly with the slave trade her people still so readily engage in, she does understand the underlying desires and motivations behind it. Just as much as she has learned to understand war and the way of the Federation and most importantly Starfleet.

Lieutenant Junior Grade Sekhem Peth
Starbase Kusawake Chief Flight Control Officer

Sek ain't a lady and isn't afraid to throw her small weight around. Though short and stout, her posture is confident and her voice commanding. Her snout perks up from her firm mouth and jawline, she often sports twin braids, and her hands show a history of handling her own business.
Ever the livewire, Sek's life motto says, “Work hard, play harder.” As the kid sister to the scion of a respectable Tellarite shipping union, she is at home among hustle and bustle. When there's no natural excitement, Sek is prone to make her own. Her penchant for risk-taking has made her a habitual gambler and a frequent patron of seedy establishments where such activities can be found.

Lieutenant Gwarn
Starbase Kusawake Chief Engineering Officer

A Ferengi of average height and build, Gwarn doesn’t really stand out in any exceptional way physically as a member of his race. His teeth are in relatively good order for a Ferengi, and he has no notable scars or marks on his person. His large grey eyes are usually seen to be darting about almost constantly as if he is constantly surveying his surroundings.

His large, bald head shows off the odd shape of the Ferengi skull, secreting his unusual four-lobed brain beneath. His ears or ‘lobes’ as his people call them are subtly larger than the average for one of his kind, a trait inherited from his father who was a famously poor businessman.

He never wears the customary Ferengi headdress for unknown reasons.

Lieutenant Commander Targh'n “Hawk” Hawking
USS Southern Cross Chief Security and Tactical Officer

Hawk stands short of standard Klingon statuture, likely due to his Terran mother, but his musculature and cardiovascular system boasts the enhanced Klingon physiology. The ridges of his forehead are understated but still clearly visible.
Hawk is a little rough around the edges due to his Lord of the Flies childhood as a street urchin and he compensates by being overly formal in professional settings. When he lets his hair down, which is seldom, Hawk sometimes struggles to find his place.
Identifying solely with his human side, Hawk rejects his Klingon heritage with prejudice, viewing its warrior culture as senseless barbarism and its government as nothing more than corrupt warlords.

Lieutenant Torrna Maliya
USS Southern Cross Chief Medical Officer

A brilliant physician, specialised in combat medicine, general surgery and virology. She posesses vast medical knowledge that supplant her specialization knowledge, and she isn't afraid to let it show. On the other hand, the Hipocratic Oath, the Nightingale Pledge and the rest are often ignored or thrown aside when it comes to Maliya, as she calls herself the healer of the body, the counselors she considers the healers of the mind. She's got a sarcastic sense of humor and approach to life, and will mince no words when she has an opinion, and considers herself the higher authority when it comes to things medical, so orders from superior officers will often go disobeyed.
